Nkaissery’s Secretary Jailed

The Principal Secretary in the Ministry of Interior, Karanja Kibicho was on Tuesday sentenced to three months in jail after failing to appear in court on Tuesday.

In a ruling made by High Court Judge George Odunga, the Inspector General of Police Joseph Boinnet was ordered to arrest him for failing to honour the summons issued.

Mr Kibicho was expected to appear before the court on Monday but failed, prompting Justice Odunga to order for his physical arrest which did not happen.

The PS got into trouble after failing to obey an order issued on December 5, 2015, requiring him to pay Sh2.65 Million to a Nyayo House torture victim. Mr Kibicho had been ordered to pay Michael Mahugu on February 11, 2014.

In 2013, Mr Mahugu lodged a petition in the High Court seeking compensation for damages from the government through the Attorney General.

Mahugu told the court that he was tortured by Special Branch Officers at Nyayo House, and later at Kenya Prison in 1987.

The victim’s unsuccessful attempts at receiving payment saw him file an application seeking to have the PS ordered to comply with the judgment.
